Mix yogurt, scallions, shallot, mint, basil, lemon zest, lemon juice, red pepper, salt, and black pepper in a bowl.
In a second bowl, mix sugar snap peas, radishes, oil, and vinegar. Season with a pinch of salt and pepper.
Serve individually: spread yogurt mixture on a plate and top with vegetables.
To punch it up a bit, mix some of your favorite spices into the yogurt. Cumin and coriander go well and add a nice flavor!
